Saskatchewan Polytechnic and the Saskatchewan Ministry of Justice have partnered to offer training for community safety officers (CSOs). CSOs are employed by a municipality or First Nation for the purpose of providing high priority/low risk to harm enforcement services. Through their special constable appointments, CSOs may enforce selected provincial statutes and may take on additional duties, such as attending property offence scenes for the purpose of receiving information, evaluating and liaising with the police agency of jurisdiction as required.

Participants of the CSO course are individuals who are employed by a rural municipality or First Nation and who have been approved by the Program Manager of Policy and Governance, Ministry of Corrections and Policing.

Course details

The Community Safety Officer course will start you on your path to be eligible to become a CSO. Over six weeks, you will be trained in:

  • Arrest and detention
  • Charter of Rights and Freedoms
  • Court testimony
  • Criminal code
  • Criminal investigation
  • Duty to act and duty of care
  • Elements of a crime
  • Exhibit handling
  • Interviewing
  • Introduction to law
  • Legislation governing peace officers
  • Provincial acts and statutes
  • Radio procedure
  • Report writing
  • Tactical communications
  • Traffic training
  • Use of force

Course outcomes and evaluation

Upon successful completion of the course, you will receive a statement of achievement from Saskatchewan Polytechnic. You also must successfully pass the Sheriff Officer’s Physical Abilities Test (SOPAT), as arranged by the ministry. Special constable appointment is at the discretion of the ministry, under The Police Act.
